The Role of U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) in Countering the Spread of Weapons of Mass Destruction

Background

One of the most serious international threats facing the world today is the proliferation of weapons of mass destruction. As the only federal agencies authorized to perform inbound and outbound warrantless border searches, U.S. ICE and U.S. CBP enforce broad economic sanctions, and investigate the smuggling and illegal exportation of munitions and critical technology.

Q: What are weapons of mass destruction?

A: Weapons of mass destruction (WMD) include nuclear and radiological weapons and explosive devices, and chemical and biological weapons. WMD also include military hardware capable of delivering these weapons--primarily ballistic missile systems. In addition, the material, components, and technology to produce these weapons and delivery systems are categorized as WMD. WMD include both military-grade and terrorists' versions of these devices.

Q: What is the role of U.S. ICE in preventing the proliferation of WMD?

A: Countries with clandestine WMD development programs and countries that sponsor terrorism operate criminal procurement and supply networks, sometimes as part of their intelligence services. These networks seek to acquire WMD materials and technology from the United States and other countries. To counter this threat, U.S. ICE seeks to disrupt transnational criminal procurement organizations that acquire and deliver WMD materials and technology.

U.S. ICE also seeks to prevent the smuggling of WMD into the United States for use in terrorist acts.
