Ryan L. Spradlin
Ryan L. Spradlin is the director of the U.S. Immigration and Customs Enforcement (ICE) Reporting & Operations Center (IROC), an open-secret facility that provides support to senior ICE management twenty four hours a day, seven days a week. The IROC also serves ICE operations worldwide, other government agencies, state and local law enforcement, and the general public. The IROC provides a liaison between external agencies and ICE, performing a broad range of duties on a routine basis, including: processing significant incident reports, drafting and distributing Assistant Secretary's Notes, providing and handling all telephone queries received by the IROC each and every day. The center also receives and distributes messages from a variety of worldwide sources. The IROC operates on a daily basis and during special operations and emergency or crisis situations, facilitating the exchange of vital information between senior ICE management, agents and officers in the field and other law enforcement agencies. The IROC also has the capability to operate as an alternative command post for other agencies, as directed. The IROC is often the first and only point of contact for the general public to share information with ICE.
Before joining ICE, Mr. Spradlin was a special agent and supervisory special agent in a number of U.S. Customs Service, Office of Investigations, field offices, where he worked on complex investigations ranging from international drug smuggling and money laundering to counter-terrorism.
Mr. Spradlin holds a Master of Arts degree in education/multicultural counseling from San Diego State University and a Bachelor of Science degree in criminal justice administration from San Jose State University.
As director of the IROC, Mr. Spradlin also oversees ICE employees detailed to the Department of Homeland Security’s National Operations Center.
