Acting Director, Office of State/Local Coordination
Bill Riley
William F. Riley was appointed acting director of the Office of State/Local Coordination in October 2008. Before returning to ICE headquarters to serve in this new capacity, Mr. Riley served as assistant special agent in charge in the Philadelphia office. His responsibilities included oversight of the following investigative areas; Joint-Terrorism Task Force/CEU, identity and benefit fraud, cyber crimes/child pornography, criminal alien/gangs, and worksite enforcement. Additionally, Mr. Riley supervised the RAC office in Charleston, West Virginia.
Beginning his career as a Special Agent in 1991 with the Immigration and Naturalization Service, Acting Director Riley progressed through his career with assignments in INS headquarters, the Chicago District Office (supervisory special agent) and the Philadelphia District Office (assistant district director for investigations) before the creation of ICE.
While assigned to INS headquarters, William was assigned to the Alien Smuggling/Criminal Organizations Branch. His responsibilities included, program management of alien smuggling undercover investigations, oversight of INS’ electronic surveillance program, and the creation and implementation of INS’ congressionally mandated Quick Response Teams (QRT). The QRT assignment resulted in INS opening and staffing 22 new enforcement offices throughout the central part of the US, from the Carolinas to Utah.
Mr. Riley’s ICE assignments included a six month TDY to SAC Newark office as associate special agent in charge, and a one year TDY to ICE headquarters as the first unit chief for the Worksite Enforcement (WSE) Unit. While in this capacity, Acting Director Riley established the WSE Unit within the Office of Investigations. This included creating and implementing the ICE Mutual Agreement between Government and Employers (IMAGE) program.
Mr. Riley holds a Bachelor of Science degree in Business from Philadelphia University.
