John Shofi

Acting Executive Director, Office of State and Local Coordination, John Shofi John N. Shofi is the Acting Executive Director of the U.S. Immigration and Customs Enforcement (ICE) Office of State and Local Coordination (OSLC). Mr. Shofi is a Supervisory Special Agent who has served in many capacities at ICE Headquarters since June of 2005. Prior to joining the OSLC team, Shofi held a position in the Office of Professional Responsibility (OPR) Management Inspection Unit from August 2008 through August 2009. Accomplishments in OPR included the oversight of many investigations involving alleged civil rights and civil liberties violations in detention facilities and the initiation and facilitation of a Congressionally-mandated review of all medical services provided to ICE detainees. Previous to Shofi’s OPR tenure, he was assigned to the ICE Office of Investigations’ Worksite Enforcement Unit (WEU) from June 2005 through July 2008. As a Section Chief, Shofi’s main responsibility and accomplishment was the development, implementation and expansion of the ICE Mutual Agreement between Government and Employers (IMAGE) partnership program. National employer outreach, education and compliance with immigration laws have been greatly enhanced through IMAGE partnerships and presentations. Other duties and accomplishments include the development and publication of various employer-related regulations and the reinvigoration of the ICE employer inspection and audit program.

Prior to his arrival at ICE Headquarters, Shofi’s law enforcement efforts took place in the Special Agent in Charge (SAC) New York City office. In June 2000, Shofi became a Supervisory Special Agent under the U.S. Immigration and Naturalization Service (INS). During his tenure as a supervisor with the INS and ICE, Shofi oversaw investigations relating to worksite enforcement, national security and human smuggling and trafficking. In the wake of the terrorist attacks of 9/11, he was intricately involved in the New York criminal investigative efforts, including the ensuing formation of the Department of Homeland Security (DHS) which necessitated the merger of the U.S. Customs Service and the INS criminal investigative New York offices. Shofi began his career with INS in January 1996 as Special Agent. He was initially assigned to the Employers’ Sanctions Section and subsequently to the Document and Benefit Fraud Unit. Shofi was also a member of, and later supervised, the INS New York Marine Enforcement Team that routinely conducted anti-smuggling investigative activities in the waters around New York City, including direct involvement in the security of Operation Sail 2000.

A native of White Plains, NY, Shofi began his federal government career with the Internal Revenue Service in 1994 as a Revenue Officer. Prior to that, he held managerial positions with various private sector businesses.

Mr. Shofi is a graduate of Pace University’s Lubin School of Business in New York and holds a Bachelor of Business Administration degree with specific focuses in marketing and finance.
