HSI arrests 22 year-old man on child sexual exploitation charges

SAN JUAN, Puerto Rico — A 22-year-old man from San Juan was arrested Monday for production of child pornography and sexual enticement of a minor with the intent to engage in criminal sexual conduct. U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), working jointly with Puerto Rico Crimes Against Children Task Force (PRCACTF), conducted the investigation that led to the arrest.

HSI special agents arrested Julio F. Figueroa-Alvarez after they received a referral from the Puerto Rico Police Department’s Sexual Crimes Division. The division identified Figueroa-Alvarez after he requested sexually explicit images of a 12-year-old minor later identified as John Doe; furthermore, Figueroa-Alvarez offered a hat and an iPod in exchange for nude images of John Doe. Figueroa-Alvarez also went to a park next to a middle school to meet with John Doe for the purpose of engaging in sexual conduct.

“HSI will not tolerate child exploitation in our jurisdiction and will continue to relentlessly pursue predators who sexually abuse children, whether that abuse is physical in nature or if it's accomplished by exploiting their images,” said Angel M. Melendez, special agent in charge of HSI San Juan. “One of our biggest commitments in HSI San Juan is to arrest child predators.”

Assistant United States Attorney Marshal Morgan is in charge of the prosecution of this case. Figueroa-Alvarez had his initial hearing before U.S. Magistrate Judge Bruce J. McGiverin Tuesday. He was transferred to the Metropolitan Detention Center in Guaynabo awaiting the detention hearing set for Dec.19.

In response to the need for an island-wide approach to fight predatory crimes against children, HSI San Juan partnered with members of local, state and federal law enforcement, as well as local and state government officials and community leaders, to form the PRCACTF in June 2011.

Through PRCACTF local, state and federal law enforcement agencies work together with local and state government agencies to effectively pool their resources to investigate all crimes against children in Puerto Rico. Law enforcement officers share evidence, ideas and investigative and forensic tools to ensure the most successful prosecutions possible. As such, the task force allows law enforcement to speak with one unified voice in defense of the children of Puerto Rico.

This investigation was conducted under HSI’s Operation Predator, an international initiative to protect children from sexual predators. Since the launch of Operation Predator in 2003, HSI has arrested more than 10,000 individuals for crimes against children, including the production and distribution of online child pornography, traveling overseas for sex with minors, and sex trafficking of children. In fiscal year 2013, more than 2,000 individuals were arrested by HSI special agents under this initiative.

Both are staffed around the clock by investigators.
