ICE seeks public’s help to identify ‘John Doe’ child predator

RALEIGH, N.C. – U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) is seeking the public’s help to identify a man captured on video sexually abusing an 8-year-old girl.

HSI Raleigh and Harnett County Sheriff’s Office investigators believe "John Doe," a white male, 40 to 50 years in age, with a medium to heavy build, may be using the name Peter Gilbert and may be driving a white pickup truck.

The suspect appears in a child pornography video seized as part of the investigation into Bailey Mills, a Sanford man convicted of multiple sex offenses involving children. Elizabeth Mills, Bailey’s wife, identified the man in the video as Peter Gilbert, but HSI Raleigh special agents believe that name is an alias and request the public’s assistance in finding him.

In addition to public appeals, HSI Raleigh has distributed the "John Doe" information and photos to fellow law enforcement agencies and to the National Center for Missing & Exploited Children, in a unified effort to find this predator.

If you think you recognize this person, please contact HSI toll free at 1-866-347-2423. You can also email your tip by completing HSI’s online tip form.

All tips will remain confidential. Members of the public should not attempt to apprehend the suspect personally.
