SYNOPSIS: In March 1991, Customs seized over a Kilo of heroin from a heroin courier for John Innocent Okafor heroin smuggling organization. The courier was traveling from Singapore via Tokyo, Japan, to New York. Customs developed leads and forwarded the leads to Japanese authorities and two more couriers were arrested in Japan transporting heroin for Okafor . In April 1991, a warrant for the arrest of Okafor was issued charging him with violation of Title 21, United States Code, Sections 952, 960, and 963, Conspiracy to Possess with Intent to Distribute Heroin and Conspiracy to Import Heroin into the U.S. |
