ICE Employees Honored With Assistant Secretary’s Awards

The Assistant Secretary's Awards program was established to recognize ICE employees who go beyond the call of duty in performing their duties and advancing the agency's homeland security mission. Honorees are nominated by their supervisors in recognition of their strong commitment to public service and the ICE mission.

Exceptional Service Award

Lawrence D. Ryan, Chief of Staff, Office of Investigations (Washington, D.C.), was recognized for his efforts to integrate the various investigative components that formed the new agency, in which he brought significant leadership and vision to an extremely challenging job.



Meritorious Service Awards

William C. Birkett, Chief of the Knowledge Management Division, Office of the Principal Legal Advisor (Washington, D.C.), was recognized for his leadership in leveraging efficiencies in information technology by deploying an automated case management system for the agency.

Lee Heffelfinger, Interim Director of the Office of Budget, Office of Resource Management (Washington, D.C.), was recognized for his leadership in confronting the new agency’s challenges in its first two years, ensuring that even in times of tight budgets ICE continued operating and performing at a high level.

Greco, Director of Human Resources, Office of Resource Management (Washington, D.C.), was recognized for her leadership in handling human resources needs for both ICE and the Federal Air Marshal Service during the budgetary and administrative challenges of the agency’s first two years.



Core Value Awards for Courage

Special Agent Robert Kirts, Office of Investigations, Visa Security Unit, stationed in Jeddah, Saudi Arabia, was recognized for his courage under fire during a terrorist attack on the U.S. Consulate in Jeddah last December, in which he took immediate action to ensure the safety and well-being of his colleagues as five armed militants stormed the facility.

Special Agents Paul D. Moore and Rodney A. Noe, Office of Investigations (Seattle), were recognized for their valor in a life-threatening situation when they came under fire from an MS-13 gang member they were pursuing. Their actions led to the arrest of two extremely dangerous gang members in Seattle.

Dean Boyd, Press Secretary, Office of Public Affairs (Washington, D.C.), was recognized for his professional accomplishment and skill in crafting and implementing communication strategies that build public awareness and understanding of the ICE mission.

Franczak, Manhattan Area Commander, Federal Protective Service (New York), was recognized for his leadership and accomplishment in initiating the National ICE Badge and Credential Program, a nationwide program to acquire and distribute badges and credentials to the agency’s law enforcement personnel.

Thigpen, Security Specialist, Office of Professional Responsibility (Washington, D.C.), was recognized for his contributions and accomplishment in streamlining processes for processing and granting security clearances, resulting in a significant reduction in the backlog of requests for clearances.

Thomas Pellinger, Special Agent-in-Charge, and Philip Murphy, Program Analyst, Federal Air Marshal Service (Washington, D.C.), were recognized for their commitment and achievement in developing and implementing the FAMS Emergency Preparedness Program, which is designed to improve training, readiness, communication, and performance in crisis situations.
