The ICE Office of Training and Development (OTD) establishes and maintains standards for ICE training programs and curricula, facilitates the accreditation of ICE training programs and oversees training delivered to ICE personnel. ICE maintains training and leadership academies in Glynco, Ga.; Charleston, S.C.; and Dallas, Texas. OTD also oversees ICE’s online training programs.

In addition, OTD is responsible for gathering data to measure the effectiveness of the agency’s training programs. It also integrates training programs across the agency to create economies of scale and ensures the most efficient and effective use of limited resources and assets.

Mission

OTD is responsible for providing:

  • Technical programs that prepare all ICE employees to perform their duties more effectively;
  • Educational programs that allow ICE employees to expand their professional knowledge and abilities;
  • Career development programs that allow each ICE employee to reach his or her full professional potential; and
  • The highest quality customer service.
OTD builds upon and enhances the leadership, knowledge, skills and abilities of all employees so they can strive for excellence in their pursuit of the ICE law enforcement and national security mission.

Assistant Director Training and Development

Joe Jeronimo is the Assistant Director of the Office of Training and Development for U.S. Immigration and Customs Enforcement (ICE).  In this role, Mr. Jeronimo is responsible for operation of ICE Training Academies; as well as design, development, delivery, recordation and accreditation of training and career development programs.  Prior to assuming this position, Mr. Jeronimo served as the Special Agent in Charge for the ICE Office of Professional Responsibility, West Region.  As the Special Agent in Charge for the West Region, Mr. Jeronimo had operational oversight of public corruption and employee misconduct investigations covering eight states and approximately 15,000 ICE and Customs and Border Protection employees. Mr. Jeronimo began his law enforcement career with the Amherst Massachusetts Police Department in 1995. During his six year career with Amherst, Mr. Jeronimo served as a patrolman and a detective.  

In 2001, Mr. Jeronimo joined the United States Customs Service as a Special Agent and was assigned to the Resident Agent in Charge, Eagle Pass, Texas field office. In 2004, Mr. Jeronimo was reassigned to the Special Agent in Charge, Phoenix, Arizona office and in 2006; Mr. Jeronimo was promoted to Supervisory Special Agent and was assigned as the supervisor for the National Security Group. In 2007, Mr. Jeronimo was reassigned to ICE/HQ as a National Program Manager. During his tenure in HQ, Mr. Jeronimo held positions within the Trade Transparency Unit, the Worksite Enforcement Unit and the Financial Programs/Cornerstone Unit.  In October of 2009, Mr. Jeronimo was promoted to Unit Chief for the International Organized Crime Intelligence and Operations Center located at the OCDETF Fusion Center.  In October of 2010, Mr. Jeronimo was selected as the Chief of Staff for the Office of Professional Responsibility.

Mr. Jeronimo recently completed the DHS Senior Executive Service Candidate Development Program and received his SES Certification.   In addition, Mr. Jeronimo is a graduate of the American University Key Executive Leadership Certificate Program as well as the Department of Homeland Security Fellows Program. Mr. Jeronimo also holds a Master’s Degree in Criminal Justice Administration as well as a Bachelor of Science Degree in Business Management.
