According to documents filed in the case, on Nov. 14, 2015, special agents with U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and the FBI, along with investigators with the Taylor County (Texas) Sheriff’s Office, received information that Pascual Jamie Avalos, 34, would be transporting an unknown quantity of methamphetamine from the Dallas-Fort Worth area to Abilene, Texas, in a gray 2015 Toyota Avalon.

Ruben Soliz, 24, from Abilene, Texas, had pleaded guilty in December 2015 to one count of possession with intent to distribute five grams or more of methamphetamine. Three co-defendants also charged in the case, Abilene residents, Andrew Dean Cruz, 30, and Roberto Carlos Villarreal, 31; and San Angelo, Texas, resident, Richard Louis Martinez, 27, each pleaded guilty last year to one count of conspiracy to possess with the intent to distribute 50 grams or more of methamphetamine.

Fabricio Abelardo Perez, 43, of Abilene, was sentenced Thursday by Chief U.S. District Judge Jorge A. Solis to 156 months in federal prison. Earlier this week, Judge Solis sentenced Daniel Longoria, 49, also of Abilene, to 30 years in federal prison.

The following five individuals were charged: Jamaal Rozell Dunson, 32, Joe Nathan Spafford, 28, Michael James Huettl, 47, Delores Denise Rodriguez, 25, and Driessan Scott Russell, 28. Trysten Keun Napper, 33, also from Abilene, was arrested on a complaint charging him with being a convicted felon in possession of ammunition.

Jean Claud Mills, 32, was arrested May 16, 2014, on a criminal complaint charging him with possession of methamphetamine with intent to distribute, and using and carrying a firearm in furtherance of a drug trafficking crime. Mills subsequently was indicted on those same charges June 11, 2014.

Nieblas-Ruelas and co-defendant Massiel Segoviano-Fierro, 25, also a Mexican national illegally residing in the United States, were arrested in November 2015. They were charged Nov. 23, 2015, by criminal complaint with conspiracy and possession of methamphetamine with intent to distribute, in Bernalillo Country New Mexico.

Ernesto Felix, of Sinaloa, Mexico, is one of 29 individuals who were charged in February 2014 with drug trafficking offenses following a multi-agency investigation targeting drug trafficking in northwestern New Mexico. The investigation culminated Feb. 26, 2014 when 26 of the defendants were arrested during a law enforcement operation led by HSI and the HIDTA Region II Narcotics Task Force.
