The manufacture of synthetic drugs is a recent development designed to circumvent traditional drug laws. This is done by creating new chemical compounds that mimic the effects of drugs like marijuana and cocaine but purport to avoid the classification of a controlled substance because of a chemical alteration. Synthetic drugs are most frequently marketed as legitimate products and sold in typical commercial outlets such as convenience stores and gas stations.

Malam Mane Sanha was sentenced May 22 to 36 months imprisonment following a guilty plea for conspiracy to commit narco-terrorism; conspiracy to import cocaine into the United States; conspiracy to provide material support to a foreign terrorist organization, specifically the Revolutionary Armed Forces of Colombia (FARC); and conspiracy to acquire and transfer anti-aircraft missiles.

About 531 kilograms (1168 pounds) of cocaine with a street value of $16 million was seized from a St. Thomas residence on Monday by U.S. ICE's Homeland Security Investigations (HSI) and the U.S. Virgin Islands Police Department (USVIPD). In addition to the cocaine, ICE HSI special agents and USVIPD officers also seized two automatic pistols.

Gary Richard Lackey was sentenced in federal court June 6 to 10 years in federal prison following an investigation by ICE's Homeland Security Investigations (HSI). In February 2011, law enforcement officers seized more than 400 pounds of marijuana from Lackey's residence and his business.

Arley Fernando Garces, 34, of Colombia, pleaded guilty on April 14. Garces is the last of three co-defendants to be sentenced in this case. U.S. District Judge Susan C. Bucklew also previously sentenced Santos Cerros-Maldonado to 12 years and four months in prison. Gregorio Campo-Rodriguez was sentenced to seven years and three months in federal prison.

On Oct. 22, Jorge Mario Cuero-Delgado, 47, of Colombia, was sentenced to serve 10 years and one month in federal prison, and Franklin Albeiro Angulo-Montano, 39, of Colombia, was sentenced to serve 11 years and three months in federal prison.
