Job Torres Hernandez, 47, of Hayward, is accused of harboring at least five people whom he allegedly knew had come to the U.S. illegally. According to the indictment, which was handed down last week and unsealed Tuesday, the defendant had harbored and employed the illegal aliens since at least July 2015.

The HERO Act of 2015 is Title III of S.178, Justice for Victims Trafficking Act of 2015. It amends the Homeland Security Act of 2002 to direct the Department of Homeland Security (DHS) to operate, within ICE Homeland Security Investigations (HSI), a Cyber Crimes Center to provide investigative assistance, training and equipment to support domestic and international investigations by ICE of cyber-related crimes.

He was shot twice in the leg in the line of duty Tuesday afternoon after he was attacked by unknown assailants while driving between Monterrey, Mexico, and Mexico City.
