Project Shield America (PSA) is an expansive industry and academia outreach program designed to seek the partnership, cooperation, and assistance of private industry and the academic community in preventing the illegal procurement of military items and controlled dual-use commodities, technology and technical data. The PSA program specifically involves HSI special agents conducting outreach visits and providing presentation materials to various private industries and academic institutions and is a key part of HSI’s counter-proliferation program.

The primary objective of the PSA program is to increase public awareness of export controls and assist private industry and academic institutions in understanding current export control laws, sanctions and embargoes. The PSA program assists private industry and the academic community in the recognition, detection and resolution of attempted illegal acquisition of military items and controlled dual-purpose commodities, technology and technical data.

In addition, the PSA program seeks to obtain support from private industry and the academic community with identifying potential proliferators and generating leads to initiate new HSI investigations, as well as providing technical assistance and expertise to support ongoing investigations. Similarly, the PSA program provides private industry and the academic community an HSI point of contact when such entities encounter suspicious inquiries or questionable contacts targeting their respective fields.
