Intro
U.S. Immigration and Customs Enforcement (ICE) joins the National Sheriffs’ Association (NSA) at their annual convention June 23-28 in Reno, Nevada.
NSA is one of the largest membership organizations of law enforcement executives in the country. The purpose of the conference is to provide law enforcement personnel with a forum to build relationships, develop solutions and discuss the latest programs, training, efforts in crime fighting and prevention and homeland security.
ICE will display an event booth to reach out to other law enforcement offices to promote its mission and recruit new personnel and present information on the topics “Obtaining Identity Documents and Why it is Important” and “Tactical Response to a Complex-Coordinated Terrorist Attack.”
ICE looks forward to strengthening its relationships with local and state law enforcement executives and personnel.
Day 1
287g
The Department of Homeland Security (DHS) Office of the Inspector General (OIG) conducted a review of the 287(g) delegation of authority program during the period from February 2009 through July 2009, and published its findings in March 2010. In September of 2012, DHS OIG released their report entitled "The Performance of 287(g) Agreements FY 2012 Follow-Up".
Office of Training and Tactical Programs (OTTP)
The Pennsylvania Railroad built a stop at Altoona in 1849 and founded a town that is now home to U.S. Immigration and Customs Enforcement (ICE) Armory Operations.
ICE Armory Operations handles the acquisition, testing, issuance and maintenance of all ICE-owned firearms, law enforcement equipment and ammunition. In addition to ICE components Enforcement and Removal Operations (ERO) and Homeland Security Investigations (HSI), the armory services Department of Homeland Security components such as the Federal Protective Service (FPS), United States Coast Guard (USCG) and U.S. Customs and Border Protection (CBP).
What are high profile removals?
Another category of high profile removals are human rights or war crimes violators, such as the 50 fugitives ICE arrested in early August during Operation No Safe Haven II, who are subject to repatriation to their countries of origin. Each subject was suspected of committing human rights abuses including torture, ethnic cleansing and forced sterilizations and abortions.

EDDIE
U.S. Immigration and Customs Enforcement (ICE) Enforcement Removal Operations (ERO) and Homeland Security Investigations (HSI) have developed a mobile biometric software application known as EDDIE (EAGLE DirecteD Identification Environment).
The handheld mobile technology allows ICE officers and agents working in the field to take fingerprints and photos from subjects, transfer them wirelessly to biometric databases and receive identification results within approximately thirty seconds.
In recent years, ICE components identified the need for a more streamlined manner than laptops and bulky fingerprint scanners to capture an individual’s fingerprints for all law enforcement personnel when encountering suspected gang members, wanted persons, and other subjects in the field.
EDDIE’s robust response system allows officers to receive an individual’s immigration and criminal history, a list of aliases and to determine if other law enforcement agencies are interested in the individual.
Using EDDIE, officers receive real-time identification and more accurate information, which increases public safety, both by identifying wanted individuals who might otherwise go free and by ensuring law enforcement is aware of the risk such individuals may pose at an early point in the encounter.
