Lawrence Joynes, 56, of Dundalk, Maryland, sexually abused 14 children in kindergarten through second grade in his classroom at the New Hampshire Estates Elementary school in Silver Spring, Maryland, where he was a music teacher. In the 1990s, Joynes also sexually abused another child, who is now an adult.

Three indictments and one complaint were unsealed on Wednesday charging 72 individuals with participating in an international criminal network dedicated to sexually abusing children, and producing and disseminating child pornography. A lot of child pornographers are drawn to the Tor, or the Onion Router. It’s very difficult to track and identify child predators going through the Tor because the network is routed through thousands of relays across the globe and, therefore, identities are masked.

Matthew Andrew Carter, operator of Morning Star Center, a residential facility located in Port-au-Prince, Haiti, that provided food and shelter to minors, was charged Thursday with sexually abusing minors in Haiti.

NCMEC honored HSI Special Agents Christopher Neville, Henry Cook and Eli Bupp for their race against the clock to stop the sexual abuse of five young girls who were being photographed and had their images posted online. The agents used advanced technology, extensive man hours, and clues found in the images of abuse to identify and locate the children hundreds of miles away. The children were rescued and the abuser arrested.

At the request of ICE-HSI, INTERPOL Washington caused the issuance of an INTERPOL Blue Notice for the unidentified subject.  Blue Notices are published by INTERPOL, the International Criminal Police Organization, for the purpose of tracing, locating, and seeking information on persons of interest in criminal investigations.  They are disseminated to law enforcement officials in all 190 member countries of INTERPOL.

This year’s class is made up of 22 veterans of the Army, Navy, Air Force, Marine Corps and National Guard from all over America – Connecticut, California, from Vermont to Florida, from North Carolina to Colorado. Some served in Iraq, others in Afghanistan, as an infantryman or tanker, as military police or photojournalists, as mechanics, repairmen, or engineers.

Investigators at the HSI Cyber Crimes Center say that these shocking statistics are a reminder about how dangerous the Internet can be and that summer is a good time for parents to talk to their children about online safety.
