Honduran man living in North Texas man sentenced to 17 years in federal prison for receiving child pornography

DALLAS — An illegal alien from Honduras living in North Texas was sentenced Monday to 17 years in federal prison for receiving child pornography.

This sentence was announced by U.S. Attorney John Parker of the Northern District of Texas.  This case was investigated by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and the Texas police departments of Garland and Carrollton.

Elmer Franky Ortiz, 42, from Honduras and who lived in Carrollton, Texas, pleaded guilty in April 2017 one count of receiving a visual depiction of a minor engaged in sexually explicit conduct.

According to documents filed in this case, Garland Police Department was alerted that Ortiz had received a video of a minor female between the ages of 4 and 6 years old engaging in sexually explicit conduct.  An investigation conducted by Garland Police, Carrollton Police, and HSI found that Ortiz possessed 141 videos of child pornography on his home computer and that he had shared some of these videos on the internet with others.

Assistant U.S. Attorney Shane Read, Northern District of Texas, prosecuted this case.

This investigation was conducted under HSI’s Operation Predator, an international initiative to protect children from sexual predators. Since the launch of Operation Predator in 2003, HSI has arrested more than 16,000 individuals for crimes against children, including the production and distribution of online child pornography, traveling overseas for sex with minors, and sex trafficking of children. In fiscal year 2016, more than 2,600 child predators were arrested by HSI special agents under this initiative and more than 800 victims identified or rescued.

Suspected child sexual exploitation or missing children may be reported to the National Center for Missing & Exploited Children, an Operation Predator partner, via its toll-free 24-hour hotline, 1-800-THE-LOST.
