HSI San Juan investigation leads to arresting man for child exploitation charges in Cupey

SAN JUAN, Puerto Rico — HSI San Juan special agents arrested Ignacio Manuel Delgado Fernandez in San Juan’s Cupey area for the distribution, receipt, transportation and possession of child sexual abuse material. The Puerto Rico Crimes Against Children Task Force assisted in the investigation.

“HSI will always work against child exploitation in cooperation with federal, state and local authorities,” said Acting Special Agent in Charge Rebecca Gonzalez-Ramos. “The efforts made during this investigation resulted in exposing the perverse actions of this individual, resulting in one less predator on the streets looking to exploit and damage the innocence of our children, endangering our communities.”

The investigation began on April 21, 2023, after someone called the Puerto Rico Crimes Against Children Task Force. After gathering substantial evidence with help from local agencies, an HSI special agent presented an application for a criminal complaint to the U.S. District Court in Puerto Rico.

U.S. Magistrate Judge Marshal D. Morgan signed the criminal complaint. Assistant U.S. Attorney Emelina Agrait of the Child Exploitation and Immigration Unit is prosecuting this case.

HSI is the principal investigative arm of the U.S. Department of Homeland Security (DHS), responsible for investigating transnational crime and threats, specifically those criminal organizations that exploit the global infrastructure through which international trade, travel, and finance move. HSI's international presence represents the largest DHS investigative law enforcement presence overseas and one of the largest in U.S. law enforcement.
