ICE appoints family residential center federal advisory committee members

WASHINGTON – U.S. Immigration and Customs Enforcement (ICE) announced today the list of appointments to the Advisory Committee on Family Residential Centers. The committee was established July 24. Members will draw on their diverse experience to advise the Department of Homeland Security and ICE on matters concerning family residential centers.

The committee’s charter requires that membership consist of up to 15 members, representing a variety of perspectives, with at least one representative from each of the following disciplines: primary education, immigration law, physical and mental health, trauma-informed services, family and youth services, detention management and detention reform.

“I am very pleased with the caliber, qualifications and diversity of the committee members,” remarked ICE Director Sarah R. Saldaña. “The responsible management of our family residential centers is chief among the agency’s priorities and I trust this group will contribute invaluable insight and advice to that end.”

The committee members are listed below by discipline, including each member’s professional organization, title, and term of appointment:

Primary Education:

  • BethAnn Berliner, WestEd, senior researcher and project director, three-year term;

Immigration Law:

  • Kurt Schwarz, Jackson Walker L.L.P., partner, three-year term;
  • Howard Berman, Covington & Burling L.L.P., senior advisor, three-year term;
  • Michelle Brané, Women’s Refugee Commission, director of the Migrant Rights and Justice Program, one-year term;
  • Marc Rosenblum, Ph.D., Migration Policy Institute, deputy director, two-year term;

Physical and Mental Health:

  • Dr. William Arroyo, Children's System of Care of Los Angeles County Department of Mental Health, medical director, two-year term;
  • Dr. Andres J. Pumareiga, Cooper University Hospital and Health System and Cooper School of Medicine at Rowan University, professor and chair of the Department of Psychiatry, three-year term;

Trauma-informed Services:

  • Karen Musalo, University of California Hastings College of Law, law professor and director of the Center for Gender and Refugee Studies, two-year term;
  • Leslye Orloff, American University Washington College of Law, director of the National Immigrant Women’s Advocacy Project, one-year term;
  • Sonia Parras-Konrad, ASISTA, cofounder, one-year term;

Family and Youth Services:

  • Judith Dollins, American Academy of Pediatrics, associate executive director, one-year term;
  • Jennifer Nagda, Young Center for Immigrant Children’s Rights, policy director, two-year term;

Detention Management:

  • Dora Schriro, Connecticut Department of Emergency Service and Public Protection, commissioner, one-year term;
  • Anadora Moss, The Moss Group, president, two-year term;

Detention Reform:

  • Margo Schlanger, University of Michigan Law School, Henry M. Butzel professor of law, three-year term.
