Pennsylvania man charged with production, distribution of child pornography

PHILADELPHIA — A Tobyhanna, Pennsylvania, man was charged in federal court Tuesday with production, distribution and receiving child pornography. The charges follow an investigation by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) investigation.

The indictment alleges that between August 2013 and January 2015, Robert Ferraro, 44, persuaded and induced a minor to engage in sexually explicit conduct for the purpose of producing images.

The case was investigated collaboratively with HSI Philadelphia, the Pennsylvania State Police, and the Monroe County District Attorney’s Office.

Ferraro faces a mandatory minimum sentence of 15 years and a maximum sentence of 30 years in prison if he is convicted of the production of child pornography charge. He faces a mandatory minimum sentence of five years in prison and a potential maximum sentence of 20 years in prison if he is convicted of receiving and distributing child pornography.

Assistant U.S. Attorney Francis P. Sempa with the U.S. Attorney’s Office for the Middle District of Pennsylvania is prosecuting the case. Indictments and criminal informations are only allegations. All persons charged are presumed to be innocent unless and until found guilty in court.

This investigation was conducted under HSI’s Operation Predator, an international initiative to protect children from sexual predators. Since the launch of Operation Predator in 2003, HSI has arrested more than 10,000 individuals for crimes against children, including the production and distribution of online child pornography, traveling overseas for sex with minors, and sex trafficking of children. In fiscal year 2014, more than 2,300 individuals were arrested by HSI special agents under this initiative and more than 1,000 victims identified or rescued.
