PHILADELPHIA — U.S. Immigration and Customs Enforcement (ICE) has named Marlon Miller as the new special agent in charge of the three-state Homeland Security Investigations (HSI) office based in Philadelphia.
As special agent in charge, Miller, a 25-year veteran of federal law enforcement, oversees nearly 200 federal agents, intelligence analysts, and professional administrative staff across six HSI offices throughout Pennsylvania, West Virginia, and Delaware. HSI special agents protect national security and enforce immigration and customs laws by conducting criminal investigations in various mission areas, such as: cyber, child exploitation including child sex tourism and possessing child pornography, human trafficking, intellectual property rights, drug smuggling, illegal exporting munitions and high-tech items, money laundering, financial crimes, transnational gangs.
HSI plays a key role in maintaining the safety and security of the United States relative to international trade and commerce, financial markets, contraband, industrial and strategic parity, and immigration and border integrity. HSI uses its unique customs and immigration law enforcement authorities to identify, disrupt and dismantle criminal organizations and other threats. HSI also works to deprive potential terrorists and transnational gangs from employing smuggling networks and methods to further their crimes against the United States.

Preceding his appointment as HSI special agent in charge in Philadelphia, Miller served as the special agent in charge in HSI Detroit, overseeing all offices in Michigan and Ohio. In this position, Miller oversaw a number of HSI-led multiagency tasks forces, which include state, local, federal, and foreign law enforcement members working together to target cross-border criminal organizations that exploit the legitimate travel, commercial trade and financial systems in the Michigan/Canadian border region.
Miller began his career with the former U.S. Customs Service, Office of Investigations Philadelphia, in 1991.
Miller has over 25 years of national and international law enforcement experience and previously served as the deputy special agent in charge Dallas, Texas, as well as several senior management roles at HSI Headquarters, including: HSI deputy chief of Staff for Investigative Programs; acting deputy assistant director, International Programs and Policy Division; area director for Canada/Caribbean/Combatant Commands Office of International Affairs ; and Unit Chief, Undercover Operations. In field positions Miller served as an assistant special agent in charge for Chicago, and Kansas City.
