Chief Financial Officer
Before joining ICE as the Acting CFO, Mr. Jose Fabre served as the Deputy Budget Director for the DHS under the Office of the Chief Financial (OCFO) and he also performed the duties of Acting Director for DHS Financial Operations (FO). In his dual capacity, he led the process to employ strategic approaches to formulate and facilitate the consolidation of DHS’s priorities to justify budget requests of over $100 billion to resource the mission of 15 operations and support Components. Provided review and oversight of budget products to inform DHS leadership, the Office of Management and Budget (OMB), the House and Senate Appropriations Committees (HAC/SAC), and other stakeholders on resourcing matters. He also Assessed and identified ways to provide over 100 staff across the Budget Division and FO with the necessary tools to expand experiences and knowledge and to implement process improvements and tools modernization to be positioned to support DHS’s dynamic mission. Mr. Fabre also oversaw the formulation and execution of over $2 billion in discretionary appropriated funds under the purview of FO and compliance with all financial and other reporting requirements to ensure headquarters functions can provide effective direction and leadership across DHS.
Mr. Fabre also served as the Executive Director (XD) for Customs and Border Protection’s (CBP) Budget Directorate after becoming a member of the Senior Executive Service (SES) in March 2019. In this role, Mr. Fabre led a path forward for the Budget Directorate, Office of Finance (OF), through the innovation and modernization of the budget tools and implementation of a reorganization in 2021. Executive Directorate Fabre focused this effort on improving operational efficiencies, addressing capability gaps, streamlining internal and external communications, and expanding leadership opportunities. Mr. Fabre’s vision of transformation centers the focus on “People, Process and Tools” to lead budget into its future and continued success.
Prior to his promotion to Executive Director, Mr. Fabre served as the Deputy Executive Director (DXD) for CBP’s Budget Directorate. During his time as XD and DXD, he oversaw the administration of CBP’s total budgetary resources (~$18 billion) to ensure the efficient and effective use of funds. His portfolio included budget formulation, execution, internal controls, and monitoring of all activity involving CBP’s appropriations (regular and supplementals, user fees, trust funds, and reimbursable authorities. Mr. Fabre also led the preparation of Office of Management and Budget (OMB) and congressionally required budgetary reports; preparation for hearings; coordination and review of apportionments, reapportionments and allotments; and negotiation of funding levels with DHS, and OMB.
Before joining OF, Mr. Fabre served as the Deputy Director for the Mission Support Division, CBP’s Office of Human Resources Management (HRM). During his tenure at HRM, Mr. Fabre led and supported the management of key functional areas to enable the operation of CBP’s human resources infrastructure. These areas included budget formulation and execution, contracts and procurement, facilities, property, and human capital.
Before joining HRM, Mr. Fabre was previously a member of the staff within OF as the Assistant Director for the Trade and Travel Facilitation Branch in the Program Analysis Division, Budget Directorate. In this capacity, Mr. Fabre was responsible for overseeing and supporting the budget formulation and execution for the Offices of Field Operations, Trade, Commissioner, Public Affairs, International Affairs, and Congressional Affairs. Prior to his role as Assistant Director, Mr. Fabre served as Branch Chief for User Fees, Cost Management Division. In this role, Mr. Fabre was responsible for forecasting revenue collections, formulating budget requests, and co- leading the User Fee Advisory Committee.
Prior to joining CBP, Mr. Fabre was a Senior Consultant for IBM where he supported projects in the FAA, USAID, and CBP. His areas of consulting focused on business process reengineering and the development of financial systems. He started his career as a federal employee at the Government Accountability Office where he served as a Senior Analyst for the International Affairs and Trade Team. In this capacity, he worked on the development of a series of reports on financial services, and trade and foreign affairs as requested by Congress.
Mr. Fabre attended the University of Puerto Rico where he completed a BA in Economics (Cum Laude). He completed his Master’s degree and doctoral work in the fields of Political Economy, International Relations and Public Policy at the State University of New York in Albany, Rockefeller Institute. As part of his academic work, Mr. Fabre was invited to the University of Brasilia in Brazil as a junior research fellow to conduct research on the formulation of industrial policy in Brazil. Additionally, during his time in Albany, Mr. Fabre worked as a legislative aide for the New York State Senate Assembly and as adjunct professor in the field of Macroeconomics at Schenectady County Community College. In April 2022, Mr. Fabre completed and received a certificate from the Harvard Kennedy School, Executive Education Program in Public Sector Leadership.
On November 2, 2023, Mr. Fabre received a Presidential Rank Award for his leadership in developing, defending, and executing funds to manage unprecedented increases in requirements at the Southwest Border, and to mitigate historical declines in user fee collections due to international travel restrictions due to the COVID-19 pandemic.
Mr. Fabre is a proud father of two boys and he enjoys travel and hiking with his sons.
