2 Texas men receive significant federal prison sentences for multiple child pornography convictions

HOUSTON — Two co-defendants were sentenced Thursday to 30 and 27 years in federal prison for multiple convictions including conspiracy to produce child pornography involving two prepubescent children.

These sentences were announced by U.S. Attorney Kenneth Magidson, Southern District of Texas.  These cases were investigated by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

U.S. District Judge Lee H. Rosenthal sentenced William Craig Noonan, 39, of Houston, to 360 months in prison for each of the two counts of conspiracy to produce, and one count of distributing child pornography, as well as 120 months for possessing child pornography. These sentences will be served concurrently for a total 30-year federal sentence. Noonan, a registered sex offender, pleaded guilty to the charges March 26, 2014.

Also sentenced Jan. 22 was David Morse Barry, 55, formerly of Wichita Falls, Texas. Barry will serve a total of 324 months for his convictions.   Barry proceeded to trial in May 2014. Following the five-day bench trial, Judge Rosenthal found him guilty on two counts of conspiracy to produce, and two counts of producing child pornography.

Both Noonan and Barry will be on supervised release for life after they complete their prison terms.

“No child has to fear being abused by Noonan or Moore for the next three decades thanks to the tremendous work of our dedicated team of special agents, prosecutors, and support staff,” said Special Agent in Charge Brian M. Moskowitz of HSI Houston.  “Sadly, however, there are still predators out there like these two defendants so we all need to remain vigilant in protecting our kids.”

Both have been in custody where they will remain pending transfer to a U.S. Bureau of Prisons facility to be determined in the near future.

This investigation was conducted under HSI's Operation Predator, an international initiative to protect children from sexual predators. Since the launch of Operation Predator in 2003, HSI has arrested more than 12,000 individuals for crimes against children, including the production and distribution of online child pornography, traveling overseas for sex with minors, and sex trafficking of children. In fiscal year 2014, more than 2,000 individuals were arrested by HSI special agents under this initiative.
