Operation Limelight USA (OLLUSA) is HSI’s Female Genital Mutilation (FGM) outreach program. HSI, through the Human Rights Violators and War Crimes Center, is the primary U.S. government entity charged with responding to allegations of FGM and conducts investigations into allegations of FGM committed by domestic practitioners and parents who intend to subject their daughters to FGM. FGM is gender-based violence, a serious human rights abuse, and when practiced on children, a serious form of child abuse.
OLLUSA was created to educate and provide outreach to the traveling public at international airports located in or near large diaspora communities that practice FGM, and to develop leads relating to children traveling from the U.S. to have FGM performed. OLLUSA is a proactive operation targeting inbound and outbound flights to countries of FGM prevalence. By targeting international travel of female children to countries which practice FGM, OLLUSA aims to deter this practice of child abuse and keep parents and caregivers from evading local federal laws relating to FGM.
