Office of Immigration Program Evaluation

The Office of Immigration Program Evaluation (OIPE) is focused on developing and facilitating the implementation of policy and process reforms aimed at the secure, humane, and efficient management of immigration enforcement and supervision. OIPE’s portfolio encompasses how individuals come into contact with Immigration and Customs Enforcement (ICE) and how they are supervised through the pendency of their removal proceedings, including case management and the Alternatives to Detention (ATD) program. OIPE is actively engaged with key stakeholders within the Department of Homeland Security (DHS) and ICE, and with external immigration advocacy groups and other civil society organizations.

ICE is drafting uniform standards for its ATD programs and welcomes ideas and input from the public.

Ms. Trickler-McNulty is an attorney with extensive experience at the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), and in the public sector. Ms. Trickler-McNulty previously served at ICE as the Deputy Assistant Director for the Office of Detention Policy and Planning, and as a Deputy Assistant Director within the Enforcement and Removal Operations Custody Management Division. Prior to her work at ICE, she was a Deputy Director for Compliance with the DHS Office for Civil Rights and Civil Liberties (CRCL). While at ICE, in 2016, she received the Secretary’s Award for Unity of Effort related to her work on detention reform. In 2012 and 2013, she received awards from CRCL.
