Jake Nicholas Luera, 31, from Webster, Texas, came to the attention of law enforcement following an investigation dubbed “Operation Back to School” in August 2015 that targeted predators who solicit minors online. During the operation, Luera engaged in online chats with an undercover officer posing as a 15-year-old female and drove to a location where he believed he would make sexual contact with her.

William Lee Niver, 49, of Houston, was sentenced Feb. 17 by U.S. District Judge Gray Miller to 360 months in prison for the sexual exploitation of a child, otherwise known as production of child pornography.

Douglas Bruce Parsons was sentenced to 90 months in federal prison for receiving child pornography after an investigation by ICE's Homeland Security Investigations (HSI). Forensic analysis of three computers and an external hard drive resulted in discovering 178 videos totaling more than 58 hours of child pornography.

Dieter David Palmer, 42, of Houston, was arrested on July 12 following the return of a five-count indictment on June 22. In custody since his arrest, Palmer was ordered released on a $50,000 bond by U.S. Magistrate Judge Stephen W. Smith following a hearing.

During his initial appearance Sept. 9, U.S. Magistrate Judge George Hanks ordered him into custody pending further criminal proceedings.

Patrick Jake Nicholas Luera, 31, from Webster, Texas, pleaded guilty to the criminal charges on June 27, 2017. After he completes his prison sentence, Luera must also serve 15 years of supervised release, during which time he will have to comply with numerous requirements designed to restrict his access to children and the internet. He must also register as a sex offender.

Larry James Kramer, 38, was sentenced by U.S. District Judge Keith Ellison to 151 months in prison. After he completes his prison term, he is further ordered to a lifetime of supervised release and sex offender registration. Kramer pleaded guilty to the charges Jan. 13.

Houston attorney William Gammon was sentenced to 48 months in federal prison for possessing child pornography. The sentence resulted from an investigation conducted by U.S. ICE's Homeland Security Investigations (HSI). A forensic exam performed on two laptops seized at Gammon's residence revealed about 9,271 images of child pornography.

Stephen P. Lynch, 43, of Kingwood, Texas, was sentenced to 360 months for sexual exploitation of a minor, and 60 months for possession of child pornography, respectively. His prison terms will run consecutively. Lynch pleaded guilty to both charges on June 6, 2018.

Derrick Gossett, 34, from Humble, Texas, was sentenced May 26 by U.S. District Judge Lynn Hughes to 180 months in federal prison, which is to be followed by 180 months of supervised release. Gossett must also register as a sex offender. At the time of the offense, he was a music teacher at Anderson Elementary School in the Spring ISD. Gossett pleaded guilty to producing child pornography Aug. 4, 2014.
