On December 27, 2010, the president issued Executive Order 13562 - Recruiting and Hiring Students and Recent Graduates. This Executive Order established the Internship Program and Recent Graduates Program, which along with the Presidential Management Fellows Program, are collectively known as the Pathways Programs.

ICE also has a Student Volunteer Program. This program is not part of the Pathways Program, but provides volunteer opportunities for students. Learn more about our Student Volunteer Program

Office of the Director

The Office of the Director comprises several different offices including the Office of Public Affairs, Office of Congressional Relations, Office of Principal Legal Advisor and the Office of Professional Responsibility.

Management and Administration

ICE Management and Administration (M&A) includes professional managers and mission support staff who make ICE's mission possible. M&A oversees ICE's budget, expenditures, accounting and finance, procurement, human resources and personnel, workforce recruitment, equal employment opportunity, information technology systems, facilities, property and equipment needs. In addition, M&A identifies and tracks several agency performance measurements.

M&A also ensures collaboration with internal stakeholders to increase diversity, guarantees timely responses to Freedom of Information Act requests and supports the agency’s training needs.

Enforcement and Removal Operations

ICE Enforcement and Removal Operations (ERO) is tasked with enforcing the nation’s immigration laws in a fairly and effectively. ERO employees identify and apprehend removable aliens, detain these individuals when necessary and remove illegal aliens from the United States. They prioritizes the apprehension, arrest and removal of convicted criminals, those who pose a threat to national security, fugitives and recent border entrants. Individuals seeking asylum also work with ERO. ERO officers transport removable aliens from point-to-point, manage aliens in custody or in an alternative to detention program, provide access to legal resources and representatives of advocacy groups and remove individuals from the United States who have been ordered to be deported.

Comprising seven headquarters divisions and 24 field offices, ERO consists of approximately 7,800 employees and manages a budget of nearly $3 billion.

Homeland Security Investigations

ICE Homeland Security Investigations (HSI) is a critical asset in ICE's mission. Its employees are responsible for investigating a wide range of domestic and international activities, including the illegal movement of people and goods into, within and out of the United States.

HSI personnel use broad legal authority to investigate cybercrime, export enforcement issues, financial crime, human rights violations and human smuggling, immigration crime and the smuggling of narcotics, weapons and other types of contraband. HSI special agents also conduct investigations aimed at protecting critical infrastructure industries that are vulnerable to sabotage, attack or exploitation.

In addition to ICE's criminal investigations, HSI employees oversee the agency's international affairs operations and intelligence functions.

HSI consists of more than 9,000 employees, of which approximately 6,600 are special agents assigned to more than 200 cities throughout the United States and in more than 45 countries around the world.

How to apply for a position at ICE

Recent Graduates Program

The Recent Graduates Program targets individuals who have recently graduated from qualifying educational institutions.

Eligibility is limited to recent graduates who have completed, within the previous two years, a qualifying associate, bachelor’s, master’s, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

Successful applicants are placed in a dynamic, one-year career development program.

After successful completion of program requirements, participants may be non-competitively converted to a permanent position or a term-appointment lasting one to four years.

Internship Program

The Internship Program targets students enrolled in a wide variety of educational institutions from high school to graduate level.

Benefits include providing students with short- or long-term internship opportunities, which allow for the exploration of a federal career while being paid for the work performed.

Within 120 days of successful completion, some participants may be non-competitively converted to a permanent position or a term position lasting one to four years.

Presidential Management Fellows Program

The Office of Personnel Management manages the Presidential Management Fellows (PMF) program and the annual selection process for program candidates. Each year, candidates apply to the program and finalists are eligible for appointment as PMFs. Bearing the presidential moniker, the program is an entry-level, flagship leadership development program for advanced degree candidates. The program is designed to attract and select the best possible candidates with the goal of developing a cadre of potential government leaders. It provides resources and assistance to program participants during their first two years of employment and encourages individuals to become effective leaders. The program creates a lasting bond, as well as a spirit of public service, ultimately encouraging and leading to a career in the government.

Graduate students from any academic discipline who are expected to complete an advanced degree (master's, law, or doctoral degree) from a qualifying college or university by Aug. 31 of the current academic year are eligible to apply to the program.
