The ICE Office of Leadership and Career Development (OLCD) establishes and maintains standards for ICE training programs and curricula, facilitates the accreditation of ICE training programs and oversees training delivered to ICE personnel. OLCD also oversees ICE’s online training programs. OLCD consists of the Leadership Development Center and the Training and Performance Support Division.

The Leadership Development Center (LDC) provides resident, virtual and exported leadership and career development training to enhance the knowledge, skills and abilities of all employees. The LDC supports professional development of all leader-levels of the Department of Homeland Security Leader Development Program framework to include a variety of services.

The Training and Performance Support Division (TPSD) establishes and maintains standards for ICE training programs and curricula, facilitates the accreditation process of ICE training programs, and oversees the training delivered to ICE personnel. This includes internally developed courses and those developed in cooperation with partner agencies or provided by external institutions. Training programs are delivered at the LDC, Homeland Security Investigations (HSI) Academy, Enforcement and Removal Operations Academy and HSI Intelligence Academy. Additionally, the TPSD provides support to training programs at alternatives sites and online through the ICE learning management system (LMS) and webinars.

The TPSD is responsible for gathering data to measure the effectiveness of training activities and training programs, helping to integrate training programs across the agency to create economies of scale, and ensuring the most efficient and effective use of limited training resources and assets.

Joe Jeronimo is the Assistant Director of the Office of Leadership and Career Development. This program is newly created and has oversight of all ICE wide leadership and career development initiatives.

In his former role as Assistant Director of Office of Training and Tactical Programs, Mr. Jeronimo was responsible for the operation of the ICE Training Academies and Tactical Support Operations. Prior to assuming that position, Mr. Jeronimo served as the Special Agent in Charge for the ICE Office of Professional Responsibility, West Region. As the Special Agent in Charge for the West Region, Mr. Jeronimo had operational oversight of public corruption and employee misconduct investigations covering eight states and approximately 15,000 ICE and Customs and Border Protection employees. Mr. Jeronimo began his law enforcement career with the Amherst Massachusetts Police Department in 1995. During his six year career with Amherst, Mr. Jeronimo served as a patrolman and a detective.

In 2001, Mr. Jeronimo joined the U.S. Customs Service as a Special Agent and was assigned to the Resident Agent in Charge, Eagle Pass, Texas field office. In 2004, Mr. Jeronimo was reassigned to the Special Agent in Charge, Phoenix, Arizona office and in 2006, Mr. Jeronimo was promoted to Supervisory Special Agent and was assigned as the supervisor for the National Security Group. In 2007, Mr. Jeronimo was reassigned to ICE/HQ as a National Program Manager. During his tenure in HQ, Mr. Jeronimo held positions within the Trade Transparency Unit, the Worksite Enforcement Unit and the Financial Programs/Cornerstone Unit. In October of 2009, Mr. Jeronimo was promoted to Unit Chief for the International Organized Crime Intelligence and Operations Center located at the OCDETF Fusion Center. In October of 2010, Mr. Jeronimo was selected as the Chief of Staff for the Office of Professional Responsibility.

Mr. Jeronimo also holds a Master’s Degree in Criminal Justice Administration as well as a Bachelor of Science Degree in Business Management. Mr. Jeronimo is a graduate of the American University Key Executive Leadership Certificate Program as well as the Department of Homeland Security Fellows Program. He is also a member of the Senior Executive Service.
