Julio Cesar Ramirez, who according to court documents is a major figure within the Riverside-based Casa Blanca Vagabundos street gang, was sentenced Monday for distribution of methamphetamine, being a felon in possession of a firearm, and possession of an unregistered firearm, all felonies.

Wilfredo Ruano Reyes, a gang member accused of participating in the 2008 murder of three members of a Bay Area family, was captured Monday morning by special agents with ICE's Homeland Security Investigations (HSI) and local law enforcement at a residence on the outskirts of this rural community north of Charlotte.

Marciano Millan Vasquez, 34, was sentenced by a U.S. District Judge to seven consecutive life imprisonment sentences for committing and aiding and abetting the commission of numerous murders and other acts of violence that included drug and weapons trafficking in Northern Mexico in furtherance of a drug distribution operation.

According to court documents, the defendants operated a criminal enterprise in Central Texas since 2005. Under the leadership of Texas-Central Region “Inca” Pete Perez in Austin, San Antonio Chapter “Inca” Joe Pierce and Uvalde Chapter “Incas” James Long and Jacob Mariscal, they conspired to carry out unlawful acts including attempted murder, assault with a dangerous weapon, extortion, robbery, various firearms offenses and drug distribution involving marijuana, cocaine and methamphetamine.

According to court records, HSI special agents initiated the investigation while targeting a prolific methamphetamine distribution network headed by Oriental Mafia Crips gang member Soulidao Chounlaboudy, aka “Lazy.” The probe also identified Ruben Contreras-Ramirez, aka “Tjuas,” a member of the Clairemont 13 gang, who is accused of distributing firearms and manufacturing assault-style, semi-automatic weapons.

The defendants, Davie Jimmy Mejia-Sensente, a/k/a “Crazy” or “Loco,” 31; Carlos Mejia- Quintanilla, a/k/a “Sleepy” or “Dormido,” 25; and Luis Amilar-Zanas, a/k/a “Trucha,” 35, previously pleaded guilty to killing Alexander Temaj-Castanon. The defendants, who mistook Temaj-Castanon for a rival gang member, fatally shot the victim at a bus stop in Daly City on June 21, 2010.

Jaime “Tweety” Balam, 27, a Mara Salvatrucha (MS-13) gang member from Mexico, was indicted in 2012 on murder and racketeering charges for his role in a shooting at a Daly City BART station. According to court documents, on Feb. 19, 2009, Balam was riding in a stolen car with other MS-13 members “hunting” for rival gang members.
