According to court documents, the CNCPO executed a search warrant on a child pornography website server and identified more than 900 United States-based users of the website. The CNCPO provided the identities of these users to HSI. Jason Jay Mills, 36, of Wilmington, was identified as on those users. HSI conducted similar investigations of the identified individuals across the United States.

Xiang Li, a Chinese national, was sentenced to 144 months in federal prison June 11 for conspiracy to commit wire fraud and criminal copyright infringement. Li operated a website used to distribute more than $100 million worth of pirated software around the world.

Sean Lawrence, 40, of Kansas City, Mo., was previously convicted in Missouri in 1995 and 2005 of sodomizing two young boys. He was sentenced to five years in prison for each offense and was required to register as a sex offender upon his release.

Scott Allen Rupert pleaded guilty Wednesday for attempted coercion and enticement of a minor. The plea is the result of an investigation by ICE's Homeland Security Investigations. This is the second time Rupert has been arrested and charged with online child enticement offenses. He was arrested in April 2006 in a similar online sting operation.

Scott C. Foster, 37, made his initial appearance before a federal magistrate judge on April 24, 2017, where his federal indictment was unsealed. Foster allegedly used a fake Facebook account under the name of “Chase Reacher” to harass, threaten, and coerce minor females into making and sending sexually explicit photographs.

Kirk A. Simmons, 59, faces a mandatory minimum sentence of 10 years and a maximum sentence of life in prison. He also faces a fine of up to $250,000 and a term of supervised release following his prison sentence of at least five years to life. Simmons also will be required to register as a sex offender in any U.S. jurisdiction in which he lives, works or attends school.

Carl McBride, age 50, of Claymont, Delaware, faces a mandatory minimum sentence of at least five years and up to 20 years, in prison, a fine of up to $250,000, and a term of supervised release of at least five years to life following his prison sentence. Leonard Wasylyk of Wilmington, Del. was sentenced Wednesday to 30 years in prison for production and transportation of child pornography. Forensic analysis of Wasylyk's computer revealed that Wasylyk distributed sexually explicit images of a child that he produced to other child sex offenders while bragging about having molested the boy.

This investigation was conducted by ICE's Homeland Security Investigations (HSI). Special agents found on his computer about 16,000 files depicting child pornography available for download.
