Non-Dedicated Intergovernmental Detention Standards (NDIDS)

NDIDS reflects U.S. Immigration and Customs Enforcement's (ICE) commitment to working with its state and local partners to enforce immigration laws and improve national safety and security. These standards are designed to serve as an overlay to the detailed standards and requirements with which non-dedicated detention Service Providers (e.g., county and local government partners) are already required to comply.

The NDIDS are designed to enable ICE to expand bed space with these partners, while still ensuring that ICE complies with its legal obligations related to detaining aliens. This framework will complement the work already being done by non-dedicated facilities that serve more than one population (e.g., local inmates and ICE detainees).

Note: Where ICE is an authorized rider on a U.S. Marshals Service contract, those facilities will operate under the Federal Performance-Based Detention Standards.
