Case examples: ICE operations targeting criminal noncitizens

U.S. Immigration and Customs Enforcement (ICE) is the largest investigative arm of the Department of Homeland Security. ICE’s Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO) are responsible for protecting the homeland through the investigation, arrest and removal of those who undermine the safety of our communities and the integrity of U.S. immigration laws.

Below are case examples of ICE officers identifying, arresting and removing noncitizens who presented a threat to national security and public safety.

ERO Washington removes Mexican national wanted in Mexico for aggravated rape of a minor — Julio Ramirez-Lopez, a 34-year-old national and fugitive of Mexico, was arrested in Chantilly, Virginia, and removed where he was turned over to authorities. Ramirez entered the United States illegally and was wanted by Mexican authorities for the alleged aggravated rape of his minor daughter.
ERO New York removes Pakistani national wanted for murder in home country — Ahmad Bilal Cheema, a 42-year-old national and fugitive from Pakistan, was arrested and removed where he was turned over to authorities. Cheema was wanted by the government of Pakistan for the alleged murder of three individuals.
ERO Baltimore teams up with FBI to apprehend high-ranking MS-13 leader — Jose Mojica Aldana, a citizen of El Salvador, was arrested after an intensive combined investigation by ERO and the FBI. Aldana, a validated MS-13 gang member who entered the United States without being inspected, admitted or paroled, has outstanding homicide charges in El Salvador.
4 Guatemalan nationals indicted, arrested for deadly human smuggling network — ICE’s HSI and the Government of Guatemala, in a combined investigative effort, arrested four alleged human smugglers and U.S. fugitives. Felipe Diego Alonzo, Nesly Norberto Martinez Gomez, Lopez Mateo Mateo, and Juan Gutierrez Castro have pending charges in the Western District of Texas and are believed to be responsible for the death of a young Guatemalan woman who died in Texas in 2021.
Mexican citizen sentenced nearly 20 years for smuggling over $1M in meth — Juan Victor Larraga-Solano, a 33-year-old citizen of Mexico, was sentenced to nearly 20 years for attempting to smuggle 44.56 kilograms of meth hidden inside beer bottles, juice boxes and meat. Following his sentence in a U.S. Bureau of Prisons facility, Larraga-Solano is expected to face removal proceedings.

Enforcement and Removal
